The Agents for Citizen-driven Transformation (ACT) Programme developed this toolkit as a guideline to support CSOs with a monitoring, evaluation and learning (MEL) framework. It is aimed at CSOs that have a basic understanding of MEL, but would benefit from some guidelines as to how to develop the tools required.
This is not a plan, training manual or handbook. The toolkit offers managers and staff of CSOs a set of tools to help make MEL an integral part of their work.
